The Northern Highlands Lake District of Wisconsin is in transition from a sparsely settled region to a more densely populated one. Expected changes offer benefits to northern Wisconsin residents but also threaten to degrade the ecological services they rely on. Because the future of this region is uncertain, it is difficult to make decisions that will avoid potential risks and take advantage of potential opportunities. We adopt a scenario planning approach to cope with this problem of prediction. In this paper, the second installment of our three-part study on the development of brownfields policy in the state of Wisconsin, we use case studies to explore the implementation of the policy at three scales: 1) two statewide initiatives, the Voluntary Party Liability Exemption process and the Sustainable Urban Development Zone program; 2) the efforts of two Wisconsin cities, West Allis and Wausau, to promote brownfields redevelopment across their neighborhoods; and 3) project-specific uses of institutional, regulatory, and financial innovations to encourage the revitalization of specific areas. Estimating Mixed Logit Recreation Demand Models With Large Choice Sets AgEcon

Discrete choice models are widely used in studies of recreation demand. They have proven valuable when modeling situations where decision makers face large choice sets and site substitution is important. However, when the choice set faced by the individual becomes very large (on the order of hundreds or thousands of alternatives), computational limitations make estimation with the full choice set intractable. Sampling of alternatives in a conditional logit framework is an effective method to limit computational burdens while still producing consistent estimates. Restoration of Midwest Oak Barrens: Structural Manipulation or Process-only? Ecology and Society

We investigated vegetation responses in terms of canopy, ground-layer diversity, and ecological species groups using two restoration treatments at two degraded oak barren and savanna sites in central Wisconsin, USA. The two restoration models tested were (1) process-only, which reintroduced fire in the form of prescribed burning, and (2) structural manipulation, which used prescribed burning following selective timber removal. Both methods have been widely promoted, debated, and investigated in the fire-prone ecosystems of western North America, but they have not been studied in midwestern ecosystems. Water RATs (Resilience, Adaptability, and Transformability) in Lake and Wetland Social-Ecological Systems Ecology and Society

The lakes in the northern highlands of Wisconsin, USA, the lakes and wetlands of Kristianstads Vattenrike in southern Sweden, and the Everglades of Florida, USA, provide cases that can be used to compare the linkages between ecological resilience and social dynamics. The erosion of ecological resilience in aquatic and wetland ecosystems is often a result of past management actions and is manifest as a real or perceived ecological crisis. Learning is a key ingredient in response to the loss of ecological resilience. Learning is facilitated through networks that operate in distinct arenas and are structured for dialogue, synthesis, and imaginative solutions to chart alternative futures.
